Synopsis

Inspectors Arata Shindou and Mikhail Kei Ignatov have uncovered a dangerous conspiracy. The Sybil System, the ultimate judge of human character in Japan, is being undermined by a criminal syndicate that is amassing wealth and power in the shadows. Now, Bifrost agent Kouichi Azusawa launches a direct assault upon the Criminal Investigation Department (CID) by occupying its headquarters and taking Inspector Shindou and everyone with him hostage. CID Unit 01 supervisor, along with Chief Mika Shimotsuki and former unit members Shinya Kougami and Nobuchika Ginoza, face the task of reclaiming the building and saving everyone inside. Alongside the hostage situation and Azusawa's demands for Tokyo governor Karina Komiya's resignation, there is a sinister plot hatching in the background—a secret plan that will force Inspector Shindou to confront not only Azusawa but also his own past. Audience Consensus

Audience reception to 'Psycho-Pass 3: First Inspector' is mixed. While some appreciate the plot resolution, animation, and character development, others criticize the abandonment of original themes, convoluted storylines, and disappointing use of returning characters. The film is considered a decent conclusion to Season 3 but falls short of the series' initial promise.

Strengths

  • The movie wraps up most plotlines for the season.
  • Animation quality might possibly be the series' best yet.
  • The movie gave less focus on the fight scenes. This worked well for Arata and Azusawa and flesh out the ideological rivalry between the two characters, making the final culmination of their fight very satisfying.
  • Filled in a lot of blanks that were left in the third season, which has left me very happy.
  • The series has, in my opinion, totally redeemed itself from the mess that the 2nd season and the movie brought upon itself.

Weaknesses

  • Turning this series into a bog-standard detective show that had dropped a lot of what made it compelling.
  • The ending set it up as an almost complete abandonment of the grit and moral quandaries of the first season in favor of shipping several couples together in that typical anime fashion where they never kiss or confess their feelings
  • It has become obvious that Psycho Pass will never rise out of the mediocrity that it has been in since the end of its first season.
  • Plot is cumbersome, there is no explanation of Bifrost or the other Inspectors given how Kei was 13th, was expecting more since this whole 3 episode part completely melts down PP series.
  • The characters from the previous seasons are rather disappointing.
  • The slow degradation of the show's animation and heavier usage of bad CGI.
